A second person succumbed to their injuries after a drive-by shooting during a family picnic on Easter, police said Monday.
The man, 18, died Sunday.
The other victim, a woman aged 43, was pronounced dead shortly after the crime at Russell Square Park in the 3600-block of North Vine Street.
The motive is under investigation.
Detectives interviewed a man attending the picnic suspected of shooting the woman during the exchange of gunfire.
The district attorney's office determined there is "no reasonable likelihood of conviction," police said, though officials are examining the possibility of filing other charges against him.
Police also recovered a stolen vehicle tied to the shooting four hours after the 6 p.m. incident.
