Harold West, 43, of Loveland, was arrested on charges of planting a fake bomb discovered at the Larimer County Justice Center in Fort Collins on July 31, 2023, the sheriff's office said Wednesday.
The FBI joined the lengthy investigation.
"Investigators believe the fake explosive was placed to delay a court hearing scheduled that day," the sheriff's office said.
Deputies evacuated the building and court proceedings were cancelled.
"Bomb technicians determined that the device had been intentionally designed to look like an improvised explosive with wiring and road flares," the sheriff's office said.
Sheriff's Captain Bobby Moll said: "Justice is a cornerstone of society, and protecting this process from disruption is extremely important to us."
